<br /> 2. 2. 14 Amendment of Adopted Comp_rehensiNL2 Plan
<br /> Proposed amendments to the adopted Comprehensive Plan,
<br /> if not initiated by the Planning Board, shall be
<br /> referred to it by the Board of Commissioners for
<br /> recommendation . The Planning Board shall have sixty
<br /> days from the date of referral in which to make such
<br /> recommendation . Failure to make a recommendation within
<br /> the sixty day period shall be considered approval of the
<br /> proposed amendment by the Planning Board .
<br /> Adoption of all amendments to the adopted Comprehensive
<br /> Plan shall be made only after a public hearing with
<br /> notice as specified in 2. 2. 13 .
<br /> Article 22 - Definitions
<br /> Comprehenslie Plan Land Use Plan , maps, plats, charts,
<br /> and descriptive matter, task force reports, and
<br /> official statements which are officially approved
<br /> by resolution of the Orange County Board of
<br /> Commissioners. The plan shall address in whole or
<br /> part such things as the general location,
<br /> character, extent of streets, bridges, boulevards,
<br /> parkways, playgrounds, squares, parks, aviation
<br /> fields, and other public ways, grounds, and open
<br /> spaces; the general location and extent of public
<br /> utilities and terminals, whether publicly or
<br /> privately owned or operated , for water, light,
<br /> sanitation, transportation, communication, power,
<br /> and other purposes; the removal , relocation,
<br /> widening, narrowing, vacating, abandonment, change
<br /> of use, or extension of any of the most desirable
<br /> pattern of land use within the area, including
<br /> areas for residential uses, for farming and
<br /> forestry, for manufacturing and industrial uses,
<br /> for commercial uses, for recreational uses, for
<br /> open spaces, and for mixed uses.

<br /> 2. 2. 12 .Q.OMprghgasLYe PL4n. Intent
<br /> The Comprehensive Plan shall constitute an internally
<br /> consistent and compatible statement of policies for the
<br /> long-term, physical development of that portion of
<br /> Orange County under County jurisdiction. The
<br /> Comprehensive Plan shall consist of a statement of
<br /> development policies and shall include maps and text
<br /> setting forth objectives, principles, standards and plan
<br /> proposals for physical development. The Comprehensive
<br /> Plan shall be comprised of the following individual
<br /> elements:
<br /> a) A Land use eLement which designates the general
<br /> distribution, location, and extent of the uses of
<br /> land for housing, business, industry, open space,
