Furthermore, procedures <br /> for the amendment of the Comprehensive <br /> Plan ( or Land Use Plan) have been <br /> approved by the Board of Commissioners <br /> but not incorporated into Article 2. 2. 14 <br /> of the Zoning Ordinance. <br /> While the Land Use Plan has served well <br /> as the County ' s Comprehensive Plan, new <br /> issues are emerging which warrant <br /> special study. Among the subjects which <br /> have received or are contemplated to <br /> receive special study are recreation and <br /> parks, open space, housing, utility <br /> services, and transportation. <br /> To recognize the special nature of such <br /> issues or subjects yet incorporate them <br /> as part of the Comprehensive Plan , a <br /> re-definition of the Plan is proposed. <br /> The Comprehensive Plan would consist of <br /> several documents or plans, each dealing <br /> with a specific element of physical <br /> development and each adopted by <br /> resolution as part of the Comprehensive <br /> Plan. Proposed elements would include <br /> land use (the current Land Use Plan ) , <br /> recreation, transportation, housing, <br />
