Collins responded that the <br /> Inventory by itself would not implement any- <br /> thing. The approval of the Plan by itself <br /> would also not implement anything. It would <br /> serve as a guide or plan by which to try and <br /> acquire park sites. Payment- in- lieu is one <br /> mechanism by which to implement the Plan . Once <br /> the Inventory is complete, there are mechanisms <br /> by which to implement it such as an <br /> Environmental Impact Ordinance. Jacobs asked <br /> the relationship of the lands identifed in the <br /> Natural Areas Inventory with this Plan. <br /> Collins responded that he sees them both as <br /> preserving open space in the county partic- <br /> ularly along streams and creeks. They have <br /> different uses. One is to be preserved and <br /> left in its natural state and the other is to <br /> be primarily used by man in varying degrees of <br /> intensity. Ms. Black noted that she perceived <br /> them both as a piece or part of the entire <br /> "puzzle". Collins stated that there are areas <br /> where active greenways and conservation trails <br /> run side-by-side. <br /> Pilkey stated that she felt that the revised <br /> Plan should be presented to public hearing. <br /> Best noted that he viewed the conservation <br /> trails as a park such as a state or federal <br /> owned wildlife park property. Ms. Black <br /> responded that she sees the Plan as one <br /> addressing people oriented places and programs. <br /> Jacobs indicated that his concept of the Plan <br /> during the entire process was one of a combina- <br /> tion of active and passive recreation. <br /> Otherwise, he would not have been supportive of <br /> the Plan. He stated his preference that the <br /> revised plan go back to public hearing in order <br /> for the public to know which trails are being <br /> proposed. Collins responded that the purpose <br /> of a public hearing is to feedback from the <br /> public about proposals. He felt that the <br /> revisions of the Plan clearly represented those <br /> public concerns. Jacobs continued, that it <br /> seemed to be the sense of the Board that it is <br /> the active trails being objected to rather than <br /> the natural conservation corridors. <br /> Best indicated he felt the Plan has been <br /> significantly changed and should be presented <br /> again at public hearing. Ms. Black responded <br /> that Staff feels that the Plan has just been <br /> better defined. <br /> Yuhasz agreed that he felt no one wants green- <br /> ways on their property that is accessible to <br />
