From the concerns at that <br /> meeting, as well as those expressed at public <br /> hearing and the Planning Board meeting of <br /> December 21 , the Recreation Director, Mary Anne <br /> Black, and the Planning Director were able to <br /> determine that the Plan should be left on a <br /> strictly recreational basis. The more active <br /> greenways are the ones which should be left in <br /> the Plan. Natural conservation areas for the <br /> preservation of wildlife and botanical <br /> resources should be addressed through other <br /> vehicles, the Open Space Plan and the Natural <br /> Areas Inventory to be completed by Dawson <br /> Sather later this year. <br /> The Recreation and Parks Director and the <br /> Planning Director recommend approval of the <br /> Master Recreation and Parks Plan, including the <br /> text amendments which limit greenway classifi- <br /> cation to "recreational trails". <br /> The Planning Board ' s recommendation, as well as <br /> that of the Recreation and Parks Advisory <br /> Council , will be forwarded to the County <br /> Manager. <br /> Best indicated he felt there would be much less <br /> opposition to the conservation trails due to <br /> the lack of accessibility. Ms. Black responded <br /> that the exception was that every greenway <br /> would publicly accessible. She noted that was <br /> not the intent, nor did she feel it had been <br /> presented at the hearing that every greenway <br /> would be publicly accessible. Therefore, every <br /> effort is being made to present the Master <br /> Recreation and Parks Plan as a plan for an <br /> active recreation and parks system with the <br /> emphasis on active recreation. <br /> Kramer stated that those citizens who had <br /> contacted him were concerned what the process <br /> would be if they did not wish to donate a <br /> portion of their property for greenways. Ms. <br /> Black responded that the answer has always been <br /> to "go around them". The Plan as viewed by Ms. <br /> Black is the ideal plan with the concentration <br /> in the areas of the greatest need for a twenty <br /> year period. Collins indicated that if the <br /> Plan is adopted and incorporated into the Land <br /> Use Plan, the dedication/payment-- in- lieu <br /> provision could be applied and this process <br /> would allow for the acquiring of greenways as <br /> development occurs. In other areas, those <br /> funds acquired through the payment- in- lieu <br /> provision and other revenues could be combined <br /> and used to attempt to purchase greenways. <br /> Kramer continued , asking if there would even- <br /> tually be condemnation of land and Ms. Black <br />
