The <br /> Master Plan envisions providing park facilities <br /> and recreational opportunities for all citizens <br /> of Orange County and will require a long-term <br /> commitment and coordinated action on the part of <br /> these and other agencies. <br /> At the November 23 public hearing, many people <br /> spoke in regard to the Plan. Principal among the <br /> concerns voiced at the hearing were the cost of <br /> plan implementation and the provision of green- <br /> ways. Citizen comments are summarized in the <br /> attached 11 /23/87 minutes. <br /> In response to citizen concerns, text amendments <br /> are proposed which recommend a new system for <br /> greenway classification. Two types are proposed , <br /> recreational trails and natural conservation <br /> lands, and they are discussed in the proposed <br /> text amendments. ( Amendments attached to these <br /> minutes on pages ) . <br /> The Recreation and Parks Director and the <br /> Planning Director recommend approval of the <br /> Master Recreation 8 Parks Plan, including the <br /> proposed text amendments which address greenway <br /> classification. <br /> The Planning Board ' s recommendation, as well as <br /> that of the Recreation and Parks Advisory <br /> . Council , will be forwarded to the County Manager. <br /> Collins presented a map with overlays showing <br /> recreational trails, greenways and natural <br /> conservation areas. Also included on the <br /> overlays were existing and proposed parks, <br /> including all current recreation ' facilities. <br /> Collins proposed that natural conservation areas <br /> be left in the ownership of the private land- <br /> owner, using restrictive covenants and easements <br /> to preserve such areas. Should subdivisions <br /> occur in an area that the County was interested <br /> in securing because of some endangered species, <br /> it could be possible to place the area In + the <br /> ownership of the Triangle Land Conservancy <br /> through the dedication/payment- in- lieu <br /> provisions. The options available for the <br /> acquisition of recreational trails range from the <br /> dedication/payment- in- lieu provisions to <br /> acquisition through bond funds, capital <br /> improvments programming and land donation. <br /> Mary Anne Black, Recreation and Parks Director, <br /> stated that the Recreation and Parks Advisory <br /> Council met the week after the public hearing. <br /> The Council asked for a redefinition of greenways <br />
