it; <br /> district parks; (3) greenways; and (4) swimming pools. <br /> c, A crucial element in the success of the Master Plan is the <br /> effectiveness of cooperative efforts between Orange County <br /> and the two school systems, the Orange Water and Sewer <br /> Authority, the University of North Carolina, Duke University <br /> ( forest properties) , and the municipalities. The Master Plan <br /> envisions providing park facilities and recreation <br /> opportunities for aii citizens of Orange County and will <br /> require a long-term commitment and coordinated action on <br /> the part of these and other agencies. <br /> At the November 23 public hearing, many people spoke in <br /> regard to the Plan. Principal among the concerns voiced at <br /> the hearing were the cost of plan implementation and the <br /> provision of greenways. <br /> In response to citizen concerns, text amendments were <br /> proposed at the December 21 , 1987 Planning Board meeting <br /> which recommended a new system for greenway classification. <br /> Two types were proposed, recreational trails and natural <br /> conservation lands. The Planning Board delayed consideration <br /> of the Master Plan to obtain the County Attorney ' s opinion <br /> concerning what uses could be allowed on natural <br /> conservation lands. <br /> Although the County Attorney has indicated that conservation <br /> easements and the uses of land thereon could be structured <br /> to fit almost any need, further revisions to the Master Plan <br /> were recommended at the January 25 Planning Board meeting <br /> which may alter the necessity for such easements. The <br /> proposed revisions would delineate "recreational trails" <br /> only and delete "natural conservation lands". Since the <br /> focus of the Master Plan is recreation and parks, only those <br /> greenways to be used for recreational purposes (or trails) <br /> would be shown on the Plan. The identification of "natural <br /> conservation areas" would be considered later during the <br /> development of the Open Space Plan and after more detailed <br /> information is available from the Natural Areas Inventory. <br /> Following consideration of the proposed revisions, the <br /> Planning Board recommended that the Master Recreation and <br /> Parks Plan be presented again at public hearing. The <br /> Planning Board felt that the Plan had been revised <br /> significantly from the proposal presented on November 23, <br /> 1987 . <br /> RECOMMENDATION: The Administration recommends the following: <br /> 1 . That the Master Recreation and Parks Plan be scheduled <br /> for public hearing again as recommended by the Planning <br /> Board ; and <br /> 2. That the public hearing be scheduled for February 22, <br /> the next quarterly public hearing date. <br /> The Recreation & Parks Director had previously scheduled a <br /> series of public information meetings on February 8-11 to <br /> present the revised plan. The information meetings as well <br /> as the public hearing will provide ample opportunity for <br /> 1 - <br />
