014 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agwida <br /> Item No. lua <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: FEBRUARY 1, 1988 <br /> SUBJECT: NOISE ORDINANCE; AMENDMENT <br /> DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes x No <br /> ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S <br /> OFFICE <br /> NOISE ORDINANCE <br /> AMENDMENT <br /> TELEPHONE NUMBER: <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To consider amendments to the existing Noise Ordinance in <br /> Orange County. <br /> BACKGROUND: The Sheriff Department's experiences with measuring noise and <br /> the numerous citizen complaints support the need to review and <br /> revise the existing noise ordinance in Orange County. <br /> The Town of Chapel Hill similarly modified their ordinance in <br /> February, 1987. <br /> It is recommended that the Noise Ordinance be amended as <br /> follows: <br /> Sound levels by Receiving Land <br /> 60 dB(A) <br /> Sunday thru Thursday 8 am - 11 pm <br /> Friday and Saturday 8 am - 12 midnight <br /> 50 dB(A) <br /> Sunday-Thursday 11 pm - 8 am <br /> Friday and Saturday 8 am - 12 midnight <br /> Since recent complaints have also dealt with vibration and its <br /> relationship to noise, it is further recommended that the <br /> County Manager be authorized to seek expert advice and an <br /> investigation of the subject be conducted. <br /> In addition, it is recommended that permits to exceed the <br /> maximum noise level be eliminated until such time a basis for <br /> allowing or denying permits is determined. <br /> RECOMMENDATION(S) : To approve recommendations as stated. <br />
