He indicated he felt <br /> that until approximately six months ago, a <br /> subdivision submitted with private roads was <br /> assumed to be okay unless the Staff developed <br /> some reasons for public roads. He stated that <br /> the Commissioners did not know this and he felt <br /> it distorts the process. <br /> Best asked how strongly Mr . Gledhill had conveyed <br /> his opinion about the importance of a transpor- <br /> tation plan and Gledhill responded "every chance <br /> I get" . Gledhill noted that the Board sets the <br /> policy and he could not make the choices. <br /> Developer Ann Joyner asked If the statement that <br /> public dedication does not preclude private <br /> maintenance was correct. Gledhill agreed noting <br /> that public dedication requires private <br /> maintenance until DOT accepts the road for <br /> maintenance . Ms. Joyner continued asking if one <br /> answer to administration problems could be public <br /> dedication at the beginning of any project. He <br /> noted there may be statutory problems with such <br /> dedications. It is the interplay between local <br /> governments in this area and DOT that creates the <br /> statutory issues. <br /> Jacobs asked for clarification if the County <br /> could require public dedication and require <br /> private maintenance. Gledhill responded that <br /> without a change in the statutes, the County has <br /> a problem with avoiding DOT' s design approval for <br /> public roads . Jacobs referred again to the <br /> density requirement for DOT standards.
