Both groups agreed that an interim <br /> policy regarding the interpretation and application of the <br /> standards was needed until a detailed study could be <br /> completed and revisions prepared. <br /> A draft policy resolution was prepared which contains the <br /> major points identified by the two Committees at the <br /> December 9 meeting. Emphasis is placed on the preservation <br /> of the rural character of Orange County; the use of <br /> restrictive covenants to prevent further subdivision, <br /> thereby maintaining the approved density and decreasing the <br /> likelihood of NCDOT acceptance of roads for maintenance <br /> purposes; and the use of design features for watershed <br /> protection , natural /historic areas preservation, and the <br /> retention of scenic views and natural vegetation. <br /> At its January 18, 1988 meeting, the Planning Board approved <br />
