Laws <br /> Assistant County Manager <br /> Orange County <br /> 106 East Margaret Lane <br /> Hillsborough, NC 27278 <br /> Dear Mr. Laws: <br /> SUBJECT: EFLAND/CHEEKS SEWER PROJECT: REVISED OWASA STAFF RESPONSE <br /> TO ORANGE COUNTY STAFF'S REQUEST FOR PROPOSAL <br /> On October 30, 1987 Orange Water and Sewer Authority (OWASA) staff submitted a <br /> preliminary response to Orange County's October 23, 1987 Request For Proposal <br /> relative to the operation and maintenance of the Efland/Cheeks sewer system. On <br /> December 21,- 1987 OWASA staff met with you and Mr. Albert Kittrell to review the <br /> OWASA staff submittal. The draft- proposal has been revised .to reflect the <br /> issues discussed during that meeting and also incorporates the increased salary <br /> schedule which went into effect January 1, 1988. A copy of the revised - <br /> draft proposal is enclosed for your review. <br /> Your request and the OWASA staff draft response have not been discussed with the <br /> OWASA Board of Directors or General Counsel. Furthermore, OWASA has not <br /> reviewed the agreement between Orange County and the Town of Hillsborough <br /> relative to the Efland/Cheeks sewer system. The provision of the requested <br /> services will involve a significant commitment of OWASA personnel, equipment and <br /> resources, and potentially additional legal liability. <br /> If -Orange County determines that the revised draft is an acceptable potential <br /> maintenance arrangement for the Efland/Cheeks sewer lines and pump station, I <br /> suggest that a request for consideration be forwarded from -the County <br /> Commissioners to the OWASA Board of Directors.
