041
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action A ga
Item No.
ACTION AGENDA ITEM ABSTRACT
Meeting Date: January 19, 1988
SUBJECT: AMENDMENTS TO NOISE ORDINANCE
DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes x No
ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S
OFFICE
ORDINANCE
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To consider amendments to the existing Noise Ordinance in
Orange County.
BACKGROUND: The Sheriff and staff recommend that the maximum allowable
sound level with a permit be lowered from 85 dB(A) to 75
dB(A) . Since every 3 dB doubles the noise level, the recom-
mended maximum level would be approximately 10 times less than
currently allowed.
It is also recommended that the hours for noise permits be
reduced since many of the noise associated complaints occur
after 12 : 00 midnight.
The Sheriff Department will continue to use the Simpson Model
884 as measurement instrument. This unit measures both high
and low frequency noise.
RECOMMENDATION(S) :
Approve the following changes to the noise ordinance.
-- allowable sound levels with a permit would be lowered from
85 dB(A) to 75 dB(A) ;
- hours in which a noise permit is valid would be amended as
follows:
Friday 5 p.m. - 12 midnight
(currently 5 p.m. - 1 a.m. Saturday)
Saturday 5 p.m. - 12 midnight
(currently 5 p.m. - 1 a.m. Sunday)
