Final Adoption of the Capital Improvements Plan: <br /> After the Citizens' Advisory Committee and the Commissioners <br /> have studied the projects recommended by the preliminary CIF plan <br /> and the community through hearings and survey, they will recommend <br /> a final Capital Improvements Plan to be adopted by the County <br /> Commissioners for implementation from 1988-1992. They will also <br /> recommend a set of projects to be placed on the ballot for bond <br /> referendum on the November ballot. <br /> TIMELINE FOR PROPOSAL January 18 -- March 30 <br /> We suggest a three month timeline for the CIP adoption process. <br /> It does not have to begin immediately, but if it did , we have some <br /> sample dates to illustrate the scenario. <br /> 1 . Preliminary adoption of CIP: <br /> Depending on your statutory or customary requirements, we <br /> suggest that the CIP be adopted as a planning tool on January 18 <br /> during the regular County Commission meeting. Announce the <br /> formation of a CIP Citizens' Advisory Committee, ask for <br /> volunteers, and describe the process to be followed in arriving at <br /> the Final CIP. <br /> 2. Appointment of the CIP Citizen Advisory Committee at the <br /> February 1 meeting. Select the committee from citizens currently <br /> serving on boards and commissions, and from respected constituent <br /> leaders in the county. <br /> 3. Committee meetings February - April <br /> 4. Survey: March 14-18; report: March 29 <br /> This timing puts the survey after Super Tuesday. Voters will <br /> have received many polling calls in February and early March. <br /> 5. Final adoption of CIF - end of April <br /> b. We suggest that the Citizens' Advisory Committee be asked to <br /> continue on as the steering committee of an expanded advocacy <br /> group to raise the money for and to run the bond referendum <br /> campaign in the Fall. A new survey could be performed for that <br /> group, designed to help structure the winning campaign.
