The proposal includes all requests by <br /> County departments, the two school systems and the recommen- <br /> dations of a separate recreation and parks master plan. The <br /> estimated cost of all desired projects is $58, 713,289: <br /> County Facilities Projects - $11, 340,580 <br /> County Equipment - 2, 015, 000 <br /> Recreation and Parks Master Plan - 6,498, 000 <br /> Schools - 38,859, 709 <br /> (Chapel Hill-Carrboro - $27, 002, 409 ; Orange County - <br /> $11,857, 300) <br /> Financing methods could include State and federal grants, <br /> lease purchase agreements and ad valorem taxes, but would <br /> depend primarily on dedicated receipts from 1/2 cent sales <br /> taxes, the public school building fund and a bond issue to be <br /> brought to the citizens in November, 1988. <br /> The Commissioners have agreed to appoint a Citizen's Advisory <br /> Group and to seek the help of a consultant to study the pro- <br /> posal and to bring recommendations both on a doable, afford- <br /> able 5-Year CIP and the amount and contents of the proposed <br /> bond issue based on need and marketability. <br />
