027 <br /> SOLID WASTE <br /> 1. The County Commissioners should authorize the EAB to provide <br /> continuing oversight of the bi-county Solid Waste study and <br /> make recommendations, as appropriate, concerning the progress <br /> of the study and its findings. <br /> * EAB member has been appointed to Regional Solid Waste Study <br /> Group. <br /> 2 . The County Commissioners should authorize the EAB to recommend <br /> appropriate steps to enhance the County's coordination with <br /> Chapel Hill and Carrboro concerning their recycling program. <br /> * Assigned to EAB. <br /> 3 . Since the planned U.N.C. power plant may contribute additional <br /> solid waste that will shorten the useful life of the landfill, <br /> the County Commissioners should strongly urge U.N.C. to consi- <br /> der the use of Refuse Derived Fuel (RDF) in the powerplant <br /> planned for the Chapel Hill campus. <br /> * Discussions with U.N.C. have been initiated by the Board of <br /> Commissioners. <br /> FUTURE OF THE ENVIRONMENTAL AFFAIRS BOARD <br /> 1. The Commissioners should continue the EAB indefinitely. <br /> Membership of the EAB should rotate through staggered three <br /> year terms with one third of the present membership being <br /> replaced annually, beginning July 1, 1988. The EAB should be <br /> directed to adopt bylaws governing the conduct of its meetings <br /> and the annual selection of its chair. <br /> * EAB Bylaws will be presented to the Board of Commissioners. <br /> ADDITIONAL ASSIGNMENTS REQUESTED BY MANAGER <br /> 1. Environmental Affairs Board review and comment on Local <br /> Environmental Impact Statement Ordinance before adoption by <br /> the Board of Commissioners. <br /> 2 . Environmental Affairs Board review/comment/offer recommenda- <br /> tion on OWASA Sludge Application in Bingham Township by April <br /> 1, 1988. <br />
