The Commissioners should consider the adoption of an Ordinance <br /> requiring the posting of a performance bond of sufficient size <br /> to provide a reasonable guarantee that private wastewater <br /> package plants will continually satisfy their effluent limits. <br /> * To be studied by Manager's Office after discussion with EAB. <br /> 3 . The Commissioners should direct the Health Department to con- <br /> duct a sanitary survey of County watersheds in 1987 and repeat <br /> that survey at intervals not exceeding thee years. The survey <br /> should identify any activities that continuously discharge to <br /> streams in those watersheds, activities from which stormwater <br /> runoff could reach the streams, or activities that could acci- <br /> dently discharge to streams. Results of that survey should be <br /> made available to purveyors of public water supplies both in <br /> the County and to others who may be affected. <br /> * Health Director will determine if a sanitary survey of County <br /> watersheds can be incorporated into existing workload of <br /> Health Department. Health Director will meet with EAB before <br /> making determination. <br /> 4 . The Commissioners should authorize and direct the County Sedi- <br /> ment Officer to conduct a review of the adequacy of existing <br /> enforcement of the sediment control ordinance, and the ade- <br /> quacy of present staff resources to manage sediment and <br /> erosion in the County. The sediment control officer should be <br /> directed to deliver a report of its findings and recommenda- <br /> tions to the EAB by December 31, 1987. <br /> * The sediment control concerns of adequacy of enforcement and <br /> the annual report are being addressed based on recommendation <br /> this is being handled administratively. <br /> 5. The Commissioners should authorize and direct the County EAB <br /> to undertake a study of the options for stormwater management. <br /> The study should include a review of policy and practices in <br /> neighboring communities and states. The EAB should be <br /> directed to deliver a report on its findings and recommenda- <br /> tions to the Commissioners no later than May 1, 1988. <br /> * Action to be completed by EAB. <br />
