025 <br /> * Orange County has appropriated in the 1987-88 budget $7, 000 to <br /> assist in the survey of natural resources and three members of <br /> the Environmental Affairs Board are attending the steering <br /> committee for the project. This recommendation has been <br /> accomplished. <br /> 2 . The Commissioners should request the Orange County Planning <br /> Board to formulate alternative approaches for protecting and <br /> enhancing natural areas as identified in the survey into the <br /> Long Range Plan for the County. The alternative should <br /> include at least the following options: <br /> a. dedications, <br /> b. fee purchases, <br /> c. real estate transfer fees, <br /> d. preferential tax policy, <br /> e. developer contributions in lieu of on-site dedications. <br /> * Most of these are being accomplished at this point with the <br /> exception of transfer tax and the Long Range Plan of the rest <br /> of the County other than the buffer area. <br /> 3 . Special attention should be given to protection of the North <br /> Carolina Botanical Garden and those sections of Duke Forest <br /> located in Orange County. <br /> * Discussions with Planning Board to be coordinated by Planning <br /> Board representative on EAB. <br /> WATER RESOURCES <br /> 1. The Board of Commissioners should direct the Orange County <br /> Reservoir Siting Committee to develop a proposal for the <br /> management of the water of the Upper Eno River during drought <br /> conditions. The proposal should include an operational defi- <br /> nition of a drought, a set of rules for allocating available <br /> resources under a range of conditions that may exist during a <br /> drought, and a rule governing the release of water from <br /> upstream reservoirs to maintain appropriate levels of instream <br /> flow. That committee should report its findings to the <br /> Commissioners for review on or before December 31, 1987. <br /> * This recommendation should be dropped as the water conserva- <br /> tion ordinance addresses most of the concerns. The sub- <br /> committee had not seen the ordinance when this recommendation <br /> was proposed. <br />
