024 <br /> HAZARDOUS MATERIAL <br /> 1. The EAB recommends that the County Commissioners promptly <br /> establish a Local Emergency Planning Committee (LEPC) as <br /> required by Title III of the federal Superfund Amendments and <br /> Reauthorization Act of 1986. This Committee shall be respon- <br /> sible for collecting information on hazardous materials used <br /> in the County. The EAB recommends that the County and city <br /> fire departments report to the LEPC on the types, quantities <br /> and locations of hazardous materials contained in buildings in <br /> the County. <br /> * The Local Emergency Planning Committee has been appointed. <br /> 2 . The County Planning Department should be directed to identify <br /> areas of the County that are particularly sensitive to <br /> unplanned disposal of hazardous material. <br /> * Planning Board representation on the EAB will serve as liaison <br /> to the planning board and planning department. Planning <br /> concerns will be addressed through this cooperative <br /> arrangement. <br /> 3 . The Orange County Health Department should be directed to <br /> develop public education programs regarding: <br /> a. the existence and functions of the County Emergency <br /> Response Team, <br /> b. requirements of the Right to Know law regarding hazardous <br /> materials, <br /> c. identification and disposal of farm and hazardous wastes. <br /> * The Health Director, after discussions with the Manager, <br /> requested appointment to the EAB as an ex officio member to <br /> coordinate all Health Department related issues with the EAB. <br /> NATURAL RESOURCES <br /> 1. The County should appropriate funds for a comprehensive, <br /> survey of natural resources in the County according to the <br /> guidelines of the North Carolina Natural Heritage program. <br /> The EAB should have an advisory role in defining the scope and <br /> maintaining oversight of the project. <br />
