084 <br /> RESOLUTION <br /> WHEREAS, because of the exceptional circumstances of the <br /> lives of persons aged 55 and over with regard to employment, <br /> particularly for women in this age group, and because <br /> Congress has given states the flexibility to shape the Job <br /> Training Partnership Act to meet their unique social and <br /> economic conditions, the Orange County Board of Commissioners <br /> urges the North Carolina Job Training Council to change the <br /> state's guidelines for determining income eligibility for <br /> this group. <br /> WHEREAS, an action that allows persons 55 and older to <br /> exclude their spouse' s income would prevent women, espe- <br /> cially, whose average age at widowhood is 59, from having to <br /> wait until widowhood or poverty strikes before enjoying the <br /> training and employment opportunities offered by the JTPA <br /> Older Workers Program. Such a change would positively <br /> address needs identified in the Chapel Hill-Carrboro League <br /> of Women Voters October 1987 report, "Meeting Basic Human <br /> Needs. " <br /> THUS, the Orange County Board of Commissioners resolves <br /> that the N. C. Job Training Council and its administrative <br /> arm, the N.C. Department of Natural Resources and Community <br /> Development, should change the income determination defini- <br /> tion for persons aged 55 and over from "family income" to <br /> "family of one" and urges them to do so as quickly as is <br /> reasonably possible. <br /> This the 4th day of January, 1988. <br /> Board of Commissioners Chair <br /> Attest: _ <br /> Clerk to the Board <br />
