C: 5:9 <br /> 10. Operation and maintenance of the system, including pressure mains, includes <br /> periodic cleaning, repairing of leaks, and major replacement of pipe <br /> sections. The proper long-term operation and maintenance of the proposed <br /> system must be assured. It is stated that The individual on-site <br /> septic/pump tank installations will be the responsibility of each lot <br /> owner." This is, in essence, no control over major components of the <br /> system. CM+ASA recommends that periodic inspections be conducted by the <br /> Division of Environmental Management, the Division of Health Services and/or <br /> the County Health Department during ongoing operation of the system. Such <br /> inspections should include an evaluation of all components of the system, <br /> including gravity collection lines, pumps, tanks, and distribution piping. <br /> 11. Assuming that the system is ultimately installed as approved, assurance <br /> should be required that the operating organization is well-qualified with a <br /> sufficient history of satisfactory experience.- The'system engineer has <br /> stated that there will be a "homeowners association for the purpose of <br /> maintaining the subdivision's wastewater systems." This will be necessary <br /> for providing for the ongoing financing of the system, but the actual <br /> operation and maintenance of the system should be the responsibility of a <br /> technically qualified party. <br /> 12. The useful life of the proposed pumping units, and the associated costs of <br /> pump repair and replacement, should be addressed. <br /> Comments on Development Layout: <br /> 1. O'JASA is not opposed to development activities within the University Lake <br /> watershed, provided that such development does not impair University Lake <br /> water quality. Development activities in the watershed should be consistent <br /> with the primary public objective of protection of the public drinking water <br /> supply. <br /> 2. The subdivision plan is based upon the preliminary design for wastewater <br /> disposal. A detailed investigation of site suitability and consideration of <br /> the need for dual absorption fields may result in the need for greater <br /> absorption field area, which in turn could require modifications to the <br /> proposed subdivision layout and development density. <br /> 3. Full assurance must be provided that those areas identified as conservation <br /> and open space areas will remain as such and not be further developed. <br /> 4. Construction of the roads and dwellings will result in the disturbance of <br /> sloped areas, some of which are fairly steep (by Lots 1, 13 and 14 and Lots <br /> 8 and 11) . O.IASA has previously expressed concerns relative to the need for <br /> effective sedimentation and erosion control measures during and after <br /> project construction. Erosion problems exist at other recent subdivisions <br /> within the watershed and are of continuing concern to O,TPSA. Assurance must <br /> be provided that sedimentation and erosion control measures will be <br /> installed in a timely manner and permanently maintained. <br /> -5- <br />
