When system failure does occur from soil clogging and wastewaters do seep to <br /> the surface, overland flow from rainfall may carry contaminants directly to <br /> a stream or lake. Another type of failure is when pollutants move too <br /> rapidly through soils. <br /> NASA recommends that appropriate surface water and groundwater monitoring <br /> be established to provide for early identification of system operating <br /> problems. The level of monitoring required should be reflective of the <br /> intensity of loading proposed. <br /> Stormwater runoff from the absorption field should be routed through an <br /> adequately sized detention pond as a further means of protecting stream <br /> quality. The detention pond can serve as a polishing lagoon and a sampling <br /> point. <br /> 7. The project developer has proposed to construct a small diameter pressure <br /> sewer system. CWASA recommends that because these lines are an important <br /> component of the system, the County or DEM should require that they be <br /> constructed to acceptable standards. This will help to reduce the potential <br /> for problems resulting from failure of the collection system. Utility <br /> construction should be properly inspected to assure compliance with the <br /> required standards. <br /> G. ASA also recommends that sewer utility easements be reserved so that such <br /> lines can be properly maintained. The easements must permit the lines to be <br /> maintained, repaired, constructed or reconstructed by the operating utility, <br /> in the event that it becomes necessary. <br /> S. A frequent cause of early failure of soil absorption systems is the use of <br /> poor construction techniques. Regular inspections during construction of <br /> the system must be undertaken by the Division of Environmental Management, <br /> Division of Health Services and/or the County Health Department to assure <br /> proper construction techniques and compliance with the approved plans. <br /> 9. The disposal of. the residue in the individual septic tanks is a concern. <br /> Also, the disposal of the solids separated in the central process-pumping <br /> facility has not been addressed. Will these solids be disposed of at the - <br /> County landfill? The developer should be required to provide assurances <br /> that septage will be pumped out on a regular basis and that it will be <br /> disposed of by a certified party in accordance with applicable State <br /> regulations. <br /> -4- <br />
