C. Division of Environmental Management will be the principal <br /> State agency involved in the design review and permit process. <br /> The project designers currently favor a utility management <br /> approach to wastewater treatment; i . e. , a firm licensed as a <br /> public utility and with a responsible record of operation and <br /> maintenance would manage the system. A monthly service charge <br /> would be collected for operation and maintenance of the system <br /> similar to the utility bills currently charged by OWASA. <br /> If the wastewater system were to be maintained by a homeowners <br /> association, the N. C. Division of Health Services would be the <br /> principal agency involved in the design review and permit <br /> process. Covenants would be prepared which insure equal <br /> representation by all lot owners. Operation and maintenance of <br /> the system would be provided by a private contract operation and <br /> management firm, operating the system in accordance with State <br /> criteria. A monthly service charge would be assessed to cover <br /> contract operation, maintenance and management, and any capital <br /> expenditures associated with maintenance repair and regulatory <br /> compliance. ) <br /> 9. All components of the system should be periodically inspected. <br /> ( See #8 above. Components of the system would be periodically <br /> inspected as required by State criteria. ) <br /> 10. The system should be operated by a technically qualified party. <br /> ( See #8 above. ) <br /> 11 . Pump life, repair, and replacement costs should be addressed. <br /> ( Recommended design criteria for septic tank effluent pumps have <br /> been provided. All pumps would be installed and operated in <br /> accordance with said criteria. ) <br /> Regarding the development layout, OWASA had the following comments: <br /> 1 . Development in the watershed should be consistent with the <br /> primary public objective of protection of the public drinking <br /> water supply. <br /> ( See 11 -11 above. ) <br /> 2. A detailed investigation of site suitability and consideration <br /> of the need for dual absorption fields may result in the need <br /> for greater absorption field area, which in turn could require <br /> modifications to the proposed subdivision layout and developmep- <br /> density. <br />
