S 7 <br /> RESOLUTION <br /> WHEREAS, in North Carolina the Lead Regional Organizations, as <br /> voluntary organizations serving municipal and county governments, have <br /> established productive working relationships with the cities and counties <br /> across the state; and <br /> WHEREAS, many counties and cities continue to need assistance in <br /> pursuing economic and community development opportunities, but federal <br /> assistance in the form of intergovernmental revenues has been severely <br /> curtailed in recent years; and <br /> WHEREAS, the 1987 General Assembly has again recognized this need <br /> through the appropriation of $990,000 each year of this biennium to help <br /> the Lead Regional organizations assist local governments with grant <br /> applications, economic development, community development, support of <br /> local industrial development and other activities as deemed appropriate by <br /> their local governments; and <br /> WHEREAS, these funds are not intended to be used for payment of <br /> members dues or assessments to a Lead Regional organization or to supplant <br /> funds appropriated by the member governments; and <br /> WHEREAS, in the event that a request is not made by a unit of <br /> government for release of these funds to our Regional Council, the <br /> available funds will revert to the state's General Fund; and <br /> WHEREAS, in Region J funds in the amount of $55,000 will be used to <br /> carry out the economic development plan approved by the COG Board of <br /> Delegates and especially to improve the economy of the counties and towns <br /> of the Region by strengthening ties to and consequently benefits of the <br /> Research Triangle Park. <br /> NOW, THEREFORE BE IT RESOLVED, that the Orange County requests the <br /> release of its $7,609. 37 share of these funds to the Triangle J Council of <br /> Governments at the earliest possible time in accordance with the <br /> provisions of Chapter 830 of the 1987 Session Laws (HB 1515) . <br /> 7. 1988 MEETING SCHEDULE -- BOARD OF COMMISSIONERS <br /> To add to the official 1988 Meeting Schedule a work session for <br /> December 10, 1988. <br /> VOTE: UNANIMOUS. <br /> G. ITEMS FOR DECISION - REGULAR AGENDA <br /> 1. WEST CORNER SUBDIVISION - PRELIMINARY <br /> Marvin Collins made the presentation. The property is located at <br /> the intersection of Harmony Church Road (SR 1341) and Mill Creek Road (SR <br /> 1343) in Cedar Grove Township. The total acreage of the tract is 38.35 <br /> acres with one lot of 1. 3 acres divided from it. The property is <br /> designated Agricultural Residential (A-R) in the Orange County Land Use <br /> Plan. <br /> Motion was made by Commissioner Hartwell, seconded by Commissioner <br /> Willhoit to approve the preliminary plan as recommended by the Planning <br /> Board and the Administration. <br /> VOTE: UNANIMOUS. <br /> 2 . DARK HILLS - PRELIMINARY <br /> Marvin Collins made the presentation. The property is located on <br /> Carr Store Road in Cedar Grove Township. The total acreage of the tract <br /> is 136.25 acres with 13 lots of 1 acre each proposed. Each lot is to have <br /> frontage on Carr Store Road with joint driveways for lots 2-13. The <br /> property is not zoned and is designated Agricultural Residential and Water <br /> Supply Watershed in the Land Use Plan. <br /> The di Planning Board and The Administration recommends approval with <br /> three contions: <br />
