10. Does the project present a danger to 0 23 <br /> g public health and safety? <br /> No. The project is to be designed by professional engineers and <br /> architects. Due to the environmental sensitivity of the site, all <br /> development proposals must first be reviewed and approved by the N.C. <br /> Division of Environmental Management, N.C. Department of Human <br /> Resources, Orange County Health Department, OtIASA, Orange County <br /> Planning Department and the Orange County Doard of Commi.ssi.oners. <br /> Operation and management of the wastewater system will be placed in <br /> the responsible hands of a public utility. <br /> 11. Will the project development result in the devaluation of adjoining <br /> property? <br /> No. The value of rural farm land generally increases as a result of <br /> residential development, but only for residential development pur- <br /> poses with suitable wastewater management facilities. <br /> 12. Is McLennan's Farm project consistent with the primary objective of <br /> protection of the public drinking water supply? d <br /> We believe it is! The developer has committed publicly to a quality <br /> subdivision. The project is being planned and engineered under the <br /> scrutiny of County and State regulatory authorities who are rein- <br /> forcing their project reviews with the public concerns expressed at <br /> these public hearings. The emphasis of design <br /> and treatment of wastewater and stormwater runoff.onIfa all cprojectisnt <br /> were subject to such reviews, the issues of water pollution could be <br /> greatly reduced. <br /> B. S ecific About Wastewater Management <br /> 13. What agency or agencies will have jurisdictional authority over the <br /> permitting and compliance of wastewater system design and implementa- <br /> tion for the proposed project? <br /> If the wastewater system is developed as a utility, then the N.C. <br /> Division of Environmental Llanagement will be the principle State <br /> agency involved in the design review and permit process. The Orange <br /> County Health Department would be involved with the building permit <br /> issuance phase of implementation. <br /> If the wastewater system were to be maintained by a homeowners asso- <br /> ciation, then the N.C. Division of Health Services and the Orange <br /> County Health Department would be the principle agencies involved <br /> . with the project design. <br /> The project designers are currently favoring a utility management <br /> approach to wastewater treatment, which would place all design review <br /> with the N.C.
