The four (4) addi- <br /> tional members should be appointed directly by the Board of <br /> Commissioners to represent the County "at large". The <br /> original terms of the four additional members should be <br /> staggered as were the terms of the original EDC members. <br /> The EDC believes that with additional members. which will <br /> bring the total membership to 13. the following purposes <br /> will be served: 1) more areas of the County and more <br /> diverse interests can be represented on the EDC; and 2) the <br /> larger number of members will make possible the creation of <br /> active working sub-groups of the EDC to tackle specific <br /> tasks. <br /> BACKGROUND: <br /> The EDC, as created by Resolution of the BOCC, dated <br /> December 14, 1982, has nine members, four of which are to <br /> be appointed "at large" by the Board of Commissioners. The <br /> remaining five members, also appointed by the BOCC, are " <br /> nominated by (and represent) the four Towns (one each for <br /> Carrboro, Chapel Hill, Hillsborough, Mebane), and the <br /> Chambers of Commerce (one to represent both Chambers) . <br /> RECOMMENDATIONS: <br /> The EDC Resolution of December 14, 1982 should be amended <br /> to provide for four (4) additional members to be appointed <br /> by the BOCC. The initial terms of the four new members <br /> should be staggered such that one member serves a one year <br /> term, one member serves a two year term, and two members <br /> serve three year terms. Each member would be eligible for <br /> reappointment and all subsequent terms would be for three <br /> years. <br />
