A TAC member pointed <br /> out that Orange Alamance Water Systems extended a line <br /> to three residences along Lynch Store Road last summer; <br /> and <br /> (3) That the average annual population growth rate of 1 . 25% <br /> on page 3.6-8 seems low and that the 1980 to 1987 rate <br /> of 2. 96% is more realistic. <br /> The Draft Plan was presented at public hearing on November <br /> 23, 1987 and comments were received from two Township <br /> residents. Mr. Carl Walters spoke, favorably of the Draft <br /> Plan although he felt the population projections were low <br /> and that the completion of 1 -40 would have a greater impact <br /> than indicated in the plan. He advocated zoning as a means <br /> of implementing the plan. Mr. Oscar Compton stated the <br /> population projections in the plan were high, and that he <br /> was strongly opposed to zoning as a means of implementing <br /> the plan. <br /> At its December 21 , 1987 meeting, the Planning Board <br /> recommended approval of the proposed amendment and <br /> incorporation into Section 3.6 of the Land Use Plan with the <br /> following text revisions: <br /> ( 1 ) On page 3.6-1 delete the sentence, "Completion of 1 -40 <br /> from Chapel Hill to Hillsborough is unlikely to cause <br /> any significant change in the commuting pattern. " <br /> (2) Reword the following sentence on page 3.6-1 , "There is <br /> currently no public water or sewer in Cedar Grove <br /> Township and no plans exist to extend such services <br /> into the Township, " to read "Currently, public water <br /> service in Cedar Grove Township is limited to a 3- inch <br /> water line extending approximately 1100 feet along <br /> Lynch Store Road. No public sewer is available, and <br /> there are no plans to extend either service in the <br /> Township. " <br /> (3) Revise the Population and J_nsi R,quirement Projections <br /> beginning on page 3.6-7 by using an average annual <br /> population growth rate of 2. 96% . This increases the <br /> year 2005 population from 4,852 to 6,564, a difference <br /> of 1 ,712 persons. <br /> The Planning Board further recommended that the Planning <br /> Department be directed to immediately pursue preparation of <br /> a watershed protection ordinance for Little River and Cedar <br /> Grove Townships pursuant to the draft Water/Sewer Policy <br /> recommendations. <br /> RECOMMENDATION: The Administration recommends approval of the proposed <br /> amendment to Section 3. 6 of the Land Use Plan -- Cedar Grove <br /> Township - and authorization for preparation of a watershed <br /> protection ordinance as recommended by the Planning Board. <br />
