19 <br /> 2 <br /> Parks recommends payment- in- lieu of dedication <br /> of recreation/open space in the amount of <br /> $113. 00. <br /> The Town of Carrboro responded that their <br /> comments on the first preliminary of Dal -Rae <br /> Forest were still valid and that a 50-foot <br /> buffer would be required on either side of the <br /> intermittent stream. Since the stream is not <br /> perennial and is not in a protected watershed, <br /> a stream buffer is not required. However, a 30- <br /> foot drainage easement has been provided. <br /> Orange Water and Sewer Authority recommends <br /> that a dual alternating absorption field system <br /> should be installed and that an additional <br /> back-up field area should also be required. <br /> .OWASA also suggested that primary and back-up <br /> septic tank sites approved by the Health <br /> Department should be clearly designated on the <br /> plat and required to remain undisturbed. In <br /> addition, OWASA recommends that property owners <br /> in the Watershed or Rural Buffer should be <br /> required to provide a 30-foot wide public <br /> utility easement in a low- lying area in the <br /> event extension of public water and sewer <br /> service is determined necessary and desirable <br /> in the future. <br /> The County is restricted to the requirements of <br /> the Health Department and the N. C. Division of <br /> Environmental Management insofar as septic tank <br /> fields are concerned. There are no provisions <br /> in either the Zoning Ordinance or Subdivision <br /> Regulations which would permit the inclusion of <br /> OWASA' s comments as conditions of approval . <br /> With regard to the reservation of utility <br /> easements, current County policy limits the <br /> extension of public water and sewer service <br /> into the Rural Buffer. Should this policy be <br /> amended, Orange County may then pursue <br /> reserving utility easements during the <br /> subdivision process. <br /> The Planning Staff recommends approval of the <br /> preliminary plan for Dal -Rae Forest with the <br /> following conditions: <br /> 1 . Include in Lot 11 the area south of the <br /> creek designated for septic tank disposal . <br /> 2.
