169 2 <br /> All agencies have reviewed Dal -Rae Forest. <br /> The Director of Orange County Recreation and Parks <br /> recommends payment- in- lieu of dedication of recreation/open <br /> space in the amount of $113. 00. <br /> The Town of Carrboro responded that their comments on the <br /> first preliminary of Dal -Rae Forest were still valid and <br /> that a 50-foot buffer would be required on either side of <br /> the intermittent stream. Since the stream is not perennial <br /> and is not in a protected watershed, a stream buffer is not <br /> required. However, a 30- foot drainage easement has been <br /> provided. <br /> Orange Water and Sewer Authority recommends that a dual <br /> alternating absorption field system should be installed and <br /> that an additional back-up field area should also be <br /> required. OWASA also suggested that primary and back-up <br /> septic tank sites approved by the Health Department should <br /> be clearly designated on the plat and required to remain <br /> undisturbed. In addition, OWASA recommends that property <br /> owners in the Watershed or Rural Buffer should be required <br /> to provide a 30-foot wide public utility easement in a low- <br /> lying area in the event extension of public water and sewer <br /> service is determined necessary and desirable in the future. <br /> The County is restricted to the requirements of the Health <br /> Department and the N. C. Division of Environmental Management <br /> insofar as septic tank fields are concerned. There are no <br /> provisions in either the Zoning Ordinance or Subdivision <br /> Regulations which would permit the inclusion of OWASA' s <br /> comments as conditions of approval . <br /> With regard to the reservation of utility easements, current <br /> County policy limits the extension of public water and sewer <br /> service into the Rural Buffer. Should this policy be <br /> amended, Orange County may then pursue reserving utility <br /> easements during the subdivision process. <br /> At its December 21 , 1987 meeting, the Planning Board <br /> recommended approval of the preliminary plan for Dal -Rae <br /> Forest with the following conditions: <br /> 1 . Include in Lot /1 the area south of the creek <br /> designated for septic tank disposal . <br /> 2. Submit payment- in- lieu of dedication of recreation/ <br /> open space in the amount of $113. 00. <br /> 3. Restrict the access of lots 1 and 2 to the existing <br /> private road. <br /> RECOMMENDATION: The Administration recommends approval of the preliminary <br /> plan for Dal -Rae Forest as recommended by the Planning <br /> Board. <br />
