There are no provisions <br /> in either the Zoning Ordinance or Subdivision <br /> Regulations which would permit the inclusion of <br /> OWASA' s comments as conditions of approval . <br /> The Health Department has approved the <br /> preliminary plan with the septic tank drain <br /> fields as shown. Current County policy limits <br /> the extension of public water and sewer service <br /> into University Lake Watershed. Should this <br /> policy be amended , the County may then pursue <br /> reserving utility easements during the <br /> subdivision process. <br /> The Planning Staff recommends approval of the <br /> preliminary plan for Lynwood Acres with the <br /> following conditions: <br /> 1 . Submission of $660 payment- in- lieu of <br /> dedication of recreation/open space. <br /> 2. Provide easement descriptions, by metes and <br /> bounds, on the Final Plat for nitrification <br /> fields and septic tanks, and submit <br /> easement agreements for same for the review <br /> and approval of the County Attorney. <br /> Pilkey asked the reason for the re-combination <br /> of lots. Crudup responded that it was most <br /> probably to provide additional area for drive- <br /> way access around the proposed septic tank <br /> easement. <br /> Eddleman asked about an alternate site for lot <br /> 2B in case of septic tank failure. Crudup <br /> responded that the site approved by the Health <br /> Department has a 100% reserve area for such a <br /> possibility. <br /> Best asked about the property lines crossing <br /> areas for septic tank disposal .
