4UtJ 4 <br /> The Town of Carrboro had the following <br /> comments: <br /> ( 1 ) Lot boundaries should not cross septic <br /> field areas. <br /> The existing septic system has been inspected <br /> and is functioning properly. The proposed site <br /> for septic tank disposal has preliminary <br /> approval from the Orange County Health <br /> Department. However, easements described by <br /> metes and bounds must be denoted on the Final <br /> Plat and a separate easement agreement recorded <br /> for each site. <br /> (2) Grading plans for the proposed house, <br /> septic field and driveway are needed . <br /> Grading plans are not required for subdivision <br /> approval or for building permits by Orange <br /> County. <br /> (3) A fifty-foot buffer would be needed on <br /> either side of the intermittent stream. <br /> The intermittent stream is not located on Lot <br /> #2 which is being subdivided ; however, a <br /> thirty-foot drainage easement has been <br /> provided. <br /> (4 ) Trees which will be removed should be <br /> indicated. <br /> Tree protection areas have been indicated on a <br /> typical lot diagram. In accordance with <br /> Section IV-B-8-b of the Subdivision <br /> Regulations, trees may be removed only for <br /> surveying, access, construction, or utility <br /> installation. <br /> Orange Water and Sewer Authority recommends <br /> that a dual alternating absorption field system <br /> should be installed and that an additional <br /> back-up field area should also be required. <br /> OWASA also suggested that primary and back-up <br /> septic tank sites approved by the Health <br /> Department should be clearly designated on the <br /> plat and required to remain undisturbed. In <br /> addition, OWASA recommends that property owners <br /> in the watershed or Rural Buffer should be <br /> required to provide a 30-foot wide public <br /> utility easement in a low- lying area in the <br /> event extension of public water and sewer <br /> service is determined necessary and desirable <br /> in the future. <br /> The County is restricted to the requirements of <br />
