A dual absorption field system should be required to be installed at the time <br /> each lot is developed (alternating use between the two fields on a regular <br /> basis) , with an additional back-up field area also being required. <br /> Supporting information on this approach is enclosed for your consideration. <br /> OWASA staff recognizes that this will result in increased construction costs <br /> and greater initial clearing for the system installation; however, the <br /> long-term benefits to water quality, public health and future owners of the <br /> property should offset these costs. <br /> 2. The primary and backup septic tank system sites identified and approved by <br /> the Orange County Health Department should be clearly designated on the plats <br /> and deed/survey for each lot. These sites must be required to remain <br /> undisturbed and reserved by present and future owners for such use. OWASA <br /> has been informed of one reported case where a reserve site identified by the <br /> HealthDepartment was rendered unusable due to construction of improvements <br /> after the initial residence had been completed. <br /> The Lynwood Subdivision plan shows septic tank drainfield locations crossing <br /> property lines. This would seem to present a potential problem for future <br /> maintenance work on the field area. It is unclear whether the proposed systems <br /> are individual units or a cluster. system. <br /> Sedimentation and Erosion Control/Stormwater Runoff Control: <br /> When smaller lots are created from larger lots on a "piecemeal" approach, the <br /> cumulative effect on sedimentation and erosion and stormwater runoff must be <br /> fully considered. Sedimentation and erosion controls and stormwater management <br /> measures must be required in these instances, and assurances provided that such <br /> measures will be properly maintained over the long-term. OWASA has previously <br /> expressed concerns regarding sedimentation and erosion control problems within <br /> the University Lake watershed. <br /> Reservation of Sanitary Sewer Easements: <br /> Presently, the OWASA Board of Directors has an interim policy which strictly <br /> limits the extension of public water and sewer services into the University Lake <br /> . watershed. This interim policy will be reconsidered following the completion of <br /> the comprehensive watershed study, which is in progress. Property owners in the <br /> watershed or Rural Buffer area should be required to provide a 30 feet wide <br /> public utility easement along the low-lying area of the property to facilitate <br /> the timely extension of public sewer service into and through the proposed <br /> subdivision in the event that action is determined necessary and desirable in the <br /> future. Recommended easement locations can be provided, if requested. <br /> Thank you very much for your consideration of O1ASA staff's comments relative to <br /> this proposed subdivision.
