The following comments are offered for consideration <br /> by Orange County during the subdivision review and approval process for these <br /> projects. <br /> The O,ASA Board of Directors has not reviewed and considered the proposed <br /> projects or. the GWASA staff comments. However, the Board of Directors has <br /> previously expressed concern about: (1) the increased dependence upon on-site and <br /> cluster wastewater disposal systems without a comprehensive program in place to <br /> provide for the effective, long-term operation, maintenance and inspection of <br /> these systems; and (2) the need for effective sedimentation, erosion and <br /> stormwater control measures for all land disturbing activities in local water <br /> supply watersheds. <br /> General Comment: <br /> Based on available information, the proposed development density of one dwelling <br /> unit per 2 acres is generally acceptable from a water quality protection <br /> standpoint; provided, however, that sedimentation, erosion and stormwater control <br /> measures, and wastewater disposal systems are properly designed, installed, <br /> operated, and maintained in perpetuity. <br /> Septic Tank System Concerns: <br /> It is assumed that individual septic tanks and soil absorption fields will be <br /> utilized for wastewater disposal for these projects. Because of the nature of <br /> their design, septic tanks and subsurface absorption systems should not-be <br /> expected to give trouble-free service over the life of a house. It has been <br /> reported that they have an average effective life of 10 to 15 years, assuming no <br /> misuse, before rehabilitation, modifications or replacement is necessary. <br /> Furthermore, leaving septic tank system maintenance solely to the discretion of <br /> the typical homeowner, with the need for septic tank pumping and maintenance to <br /> be determined as they deem necessary or as problems occur, is, in essence, very <br /> limited control over the potential adverse impact of these systems on water. <br /> quality. Therefore, consideration should be given to an alternative septic tank <br /> system design and maintenance concept.
