2 <br /> 145 and a separate easement agreement recorded for each <br /> site. <br /> (2) Grading plans for the proposed house, septic field and <br /> driveway are needed. <br /> Grading plans are not required for subdivision approval <br /> or for building permits by Orange County. <br /> (3) A fifty-foot buffer would be needed on either side of <br /> the intermittent stream. <br /> The intermittent stream is not located on Lot #2 which <br /> is being subdivided; however, a thirty-foot drainage <br /> easement has been provided. <br /> (4) Trees which will be removed should be indicated. <br /> Tree protection areas have been indicated on a typical <br /> lot diagram. In accordance with Section IV-B-8-b of <br /> the Subdivision Regulations, trees may be removed only <br /> for surveying, access, construction, or utility <br /> installation. <br /> Orange Water and Sewer Authority recommends that a dual <br /> alternating absorption field system should be installed and <br /> that an additional back-up field area should also be <br /> required . OWASA also suggested that primary and back-up <br /> septic tank sites approved by the Health Department should <br /> be clearly designated on the plat and required to remain <br /> undisturbed. In addition, OWASA recommends that property <br /> owners in the watershed or Rural Buffer should be required <br /> to provide a 30-foot wide public utility easement in a low- <br /> lying area in the event extension of public water and sewer <br /> service is determined necessary and desirable in the future. <br /> The County is restricted to the requirements of the Health <br /> Department and the N. C. Division of Environmental Management <br /> insofar as septic tank fields are concerned. There are no <br /> provisions in either the Zoning Ordinance or Subdivision <br /> Regulations which would permit the inclusion of OWASA' s <br /> comments as conditions of approval . <br /> The Health Department has approved the preliminary plan with <br /> the septic tank drain fields as shown. Current County <br /> policy limits the extension of public water and sewer <br /> service into University Lake Watershed. Should this policy <br /> be amended, the County may then pursue reserving utility <br /> easements during the subdivision process. <br /> At its December 21 , 1987 meeting, the Planning Board <br /> recommended approval of the preliminary plan with the <br /> following conditions: <br /> 1 . Submission of $660 payment- in- lieu of dedication of <br /> recreation/open space. <br /> 2. Provide easement descriptions, by metes and bounds, on <br />
