142 <br /> 7 <br /> inspected the site and commented that the <br /> proposed road should be moved further away from <br /> NC 86 and placed between lots 3 and 4. <br /> The Planning Staff recommends approval subject <br /> to the following conditions: <br /> ( 1 ) that the proposed 60-foot road be relocated <br /> and placed between lots 3 and 4. <br /> (2) that the developer choose evergreen alter- <br /> natives for the deciduous shrubs which are <br /> shown as proposed plantings in the Type B <br /> buffer along Carr Store Road. <br /> Jacobs asked what was in the restrictive <br /> covenants regarding joint driveways. Kirk <br /> responded that the Joint driveways were shown <br /> on the plat and there is a letter from Scott <br /> Dorsett stating that there will be shared <br /> driveways and they will be addressed in the <br /> restrictive covenants which will be drawn up at <br /> the final plat stage. Jacobs continued asking <br /> the effect the relocation of the proposed 60-- <br /> foot road would have on the shared driveways. <br /> Kirk responded that the driveways would have to <br /> be redrawn. Collins indicated that access to <br /> lots 3 and 4 could be restricted to the 60-foot <br /> right-of-way between those lots. <br /> Best asked where the proposed road would go and <br /> Kirk responded that it would allow access <br /> behind the proposed lots. <br /> Mr. William C. Ray, property owner stated that <br /> the right-of-way was needed to allow access for <br /> him to farm the land behind the subdivision. <br /> Pilkey asked about another gravel road on the <br /> property. Mr. Ray indicated it was a farm road <br /> that had to be built when he purchased the <br /> property from an estate in order to allow the <br /> heirs access to the four acre tract of land on <br /> which the original homesite stands. <br /> Kramer asked if Mr. Ray felt there was a market <br /> for one-acre lots in his area. Mr. Ray <br /> responded that one of the larger black churches <br /> in the County was adjacent to his property and <br /> that there were several families interested in <br /> lots for homes if the price range could be held <br /> down. <br /> Lewis asked about the cost of the plantings <br /> around the lots. Mr. Ray responded that he <br /> intended to do the plantings himself at a <br /> probable cost of $4500. 00. <br />
