Landsberger, Chair, Orange County Advisory Board on Aging. <br /> The Advisory Board on Aging (ABA) at its meeting December 10, 1987, <br /> directed me 1) to convey to the County Commission their reactions to the <br /> group of items contained in the CIP which relate to facilities for senior <br /> services; 2) to request that further consideration be given to two items <br /> submitted for the CIP but not included in the document; and 3) to make <br /> a request regarding the calendar for developing plans and budgets. <br /> 1. The ABA is very pleased with the inclusion of the projects for building <br /> the Central Orange Human Services Complex (pp. 41-45) and the Southern Orange <br /> Human Services Complex (pp. 72-78), both of which will contain much-needed <br /> space for the multitude of activities which go on in Senior Centers. <br /> " These include the social, educational and nutrition programs; a room for <br /> health-related activities (screening, counseling, health promotion); <br /> adult day care (for which increasing need has been noted); _. <br /> space necessary for administring the ) n"" with office <br /> g programs and coordinating with other <br /> agencies; and auxiliary space for reception room, bus-waiting areas, etc. <br /> The Computerized Information System for County Services (pp. 111-113) will <br /> make a great addition to our capability for Information and Referral service <br /> throughout the county and presents an opportunity to increase attention to <br /> health education and improve citizen access to a variety of services. <br /> 2. The ABA regret that two of the projects submitted by the DoA were not in- <br /> cluded in the Proposed CIP. We wish to state briefly our reasons for re- <br /> questing that further consideration be given to those project requests. <br /> A. The JOCCA Efland-Cheeks Multipurpose Center presently houses the nutrition <br /> program for older persons in that area. Though this site is not a <br /> Senior Center and not administered by the DoA, it serves as a community <br /> center and staff from Aging and other county departments as well as <br /> other agencies do go there regularly for activities and services. <br /> The building is presently leased from a private owner. It is in poor <br /> condition and is inadequate as a site for, among other things, the Senior <br /> activities going on there. The ABA agrees with the JOCCA project that <br /> the improvements needed are far greater than can be handled by addressing <br /> this (as the County Manager suggested) in the Public Works budget. <br /> Apparently one possibility would be to put a building on some county-owned <br /> land alongside the school property close to the present Center location <br /> where the County Recreation and Parks Department plans to develop a <br /> Community Park. <br /> We realize that the ABA is not directly involved in this matter. Never- <br /> theless, it appears that some means needs to be found to provide services <br /> in that community and township. We urge that the Commission explore the <br /> possibility of including in the CIP facilities to provide services to <br /> the people in and around Efland. <br />
