reclassification procedure is complete. <br /> ACTIONS NEEDED <br /> There are five main actions local government must take in <br /> order for the state to proceed with the local government 's <br /> request. These actions include: - <br /> 1 . collecting water supply information, <br /> 2. determining the most appropriate WS classification-based <br /> on state guidelines, <br /> • 3. . develQping control, strategies, . <br /> 4. adopting and implementing control strategies, and <br /> 5. submitting a proposed protection package to the EMC. ' <br /> In collecting water supply information, a community must <br /> define its actual water supply needs over a reasonable planning <br /> period , determine all potential water supply sources and describe <br /> • the, selected watershed in detail . The next action is to determine <br /> the appropriate. "WS" classification. This may require assistance <br /> by DEM or other state agencies with specific data needs, <br /> - • .. evaluation of the -data- base by the state, and state <br /> - recommendations for classification of the watershed. The third <br /> action (develop control strategies) includes specific strategies <br /> for controlling nonpoint sources of pollution. The fourth action <br /> is adoption/implementation of these strategies by local <br /> government and adjoining jurisdictions within the watershed. The <br /> final local government action is to submit the watershed <br /> management package to the EMC for its preliminary assessment. <br /> • The state will take two actions after the final local <br /> watershed protection plan is submitted to DEM and the EMC. First , <br /> public hearing(s) will be held in the vicinity of the water <br /> supply to provide the EMC with oral and written comments from the <br /> public about the proposed water supply classification. After all - <br /> comments are summarized in the proceeding report, the hearing <br /> officer will review the document and any other related material . <br /> Upon completion of the review, the hearing. .officer will submit <br /> • the local water supply protection plan and the reclassification <br /> action along with his or her recommendation to the EMC for <br /> appropriate action. Table 1 summarizes the state and local <br /> actions needed. <br /> -POINT -SOURCE- STRATEGY - - .• <br /> The Division of Environmental Management (DEM) already has a <br /> well established point source program directly tied to the <br /> federal National Pollution Discharge Elimination System (NPDES) . <br /> This program regulates discharges by permitting , monitoring, and <br /> reducing pollutants from entering North Carolina 's surface <br /> waters. By preventing or limiting the number and type of <br /> discharger into WS-I and WS--II watersheds the potential <br /> pollutants that are associated with these sources will be greatly <br /> reduced or eliminated from a water supply watershed .
