Griffith and Associates is pleased to have <br /> this opportunity to submit a proposal to conduct a user fee <br /> assessment to Orange County. This assessment is a broad overview <br /> of those services which the County provides that benefit a <br /> certain portion of the population. These services can and should <br /> be supported by user fees rather than the ad valorem tax. <br /> In North Carolina, city and county governments are <br /> being forced to adopt a new approach to the delivery of <br /> traditional services. This approach entails the explicit <br /> consideration of the full cost of service delivery in light of <br /> revenues generated by user fees and/or government subsidies. <br /> This new approach resulted primarily from the revenue <br /> shortfall experienced during the recession of the early 1980 's <br /> and the more recent loss of federal revenue sharing funds.
