dmg 017 <br /> 2 <br /> government to take a harder look at the determination of service <br /> costs. <br /> It is against this backdrop that DMG was asked to <br /> review the existing charges for providing services, and to <br /> identify portential new areas of revenue for Orange County. <br /> In this assessment, DMG will review the costs and <br /> charges for services Orange County currently charges individuals <br /> and other governmental agencies in order to ascertain if these <br /> charges reflect full and current costs of providing the services. <br /> It has been our experience that most localities and organizations <br /> such as yours only include direct attributable costs in <br /> calculating charges, and normally do not recover central service <br /> and departmental overhead. In the past two years, we have <br /> completed full studies or assessments in Davidson, Brunswick, <br /> Wayne, Durham and Iredell Counties; the City of Rock Hill and <br /> Charleston County in South Carolina; the cities of Jacksonville <br /> and Gainesville, Florida; and the Florida counties of Palm Beach, <br /> Lee, Alachua and Orange. In all cases the potential or real <br /> recoveries have been significant. For example, in Iredell County . <br /> over $900, 000 of additional revenue was identified and <br /> approximately one half of the fees have been implemented to date. <br />
