One major concern which must be addressed by each local airport Sponsor and <br /> the NCDOT for each project is the degree to which environmental impact <br /> assessment must be undertaken. Under the North Carolina State Environmental <br /> Policy Act (SEPA) , any project which has the potential for a substantial <br /> adverse effect on the environment must receive an assessment of that <br /> impact. The assessment is circulated through the State Clearinghouse and <br /> all state and regional agencies with an interest in the project are given <br /> the opportunity to review and comment on the assessment. Each state funded <br /> project will be reviewed under NCDOT guidelines to determine what <br /> assessment, if any, is needed. The airport Sponsor is required to prepare <br /> and coordinate any environmental assessment needed in order for the NCDOT to <br /> fund the project under SEPA. <br /> Airport Sponsors should also recognize that a State Aid to Airports grant <br /> carries with it local responsibilities for project administration and <br /> airport operation. The current requirements are contained in the "Sponsor's <br /> Assurances" which are part of the Grant Agreement. Sponsors not familiar <br /> with these obligations should obtain a copy of the Grant Agreement and <br /> review the assurances. <br /> Examples of current assurances include provisions that the airport be open <br /> to the general public without discrimination for at least 20 years, that the <br /> facilities be maintained in a safe condition, and that appropriate land use <br /> controls be implemented to help provide compatible land uses and obstruction <br /> controls around the airport. In addition, certain administrative standards <br /> with regard to the grant must be met including record keeping, accounting <br /> records, and final audit. <br /> For more information on the State Aid to Airports Program, contact: <br /> Mr. Willard G.
