35 <br />MEMORANDUM <br />TO: Tara Fikes, Director of Housing and Community Development <br />FROM: ~ Jim Hutcherson, Housing Rehabilitation Specialist <br />DATE: February 26, 2007 <br />RE: 104 Glossop Circle, Carrboro <br />Rehab Bid Process <br />This memo is written to provide information and clarification regarding the chosen <br />course of action for the bid process of the rehab portion of the project on the <br />subject property. <br />The rehab portion of this project was initially bid through our typical bid process. <br />Bid packages were prepared, the bidwalk was scheduled, contractors were <br />invited, and the bidwalk was conducted. At the first scheduled bid opening only <br />two bids had been submitted. As such, the bids were not opened and a second <br />bid opening was scheduled and announced. <br />At the second opening two bids had been submitted and were opened. In <br />reviewing the two bids it was determined that both of them exceeded our in- <br />house estimate. After careful consideration of the scope of work, the estimated <br />cost and the bid costs it was decided to scale back the scope of the work and <br />attempt to negotiate with the lowest bidder, Diamond Builders. Diamond Builders <br />was approached, was responsive to negotiation, and submitted a new bid based <br />on the revised work wrifieup. This bid was reviewed and found to be within the <br />accep#able tolerance range of our in-house estimate..
