ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 27, 2007 <br />Action Agenda <br />Item No. _sFL~ <br />SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br />Department of Health and Human Services <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Consolidated Agreement and <br />Assurances <br />INFORMATION CONTACT: <br />Rosemary Summers, 245-2411 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides State <br />and Federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving state and <br />federal support for the programs listed below. At this point in time, most programs are funded at <br />the same levels approved for the current budget year. However there are two funds that may <br />have reductions. Health promotion funds in the .amount of $24,461 are dependent upon <br />inclusion of the preventive services Federal Block Grant by the U.S. Congress. Public health <br />preparedness funds are anticipated to be reduced by 10% across the board to all counties, a <br />loss of $2,700 for Orange County. Final guidance on budgetary amounts will be provided in <br />July. <br />General Aid to Counties Communicable Disease (including TB Control) <br />Maternal Health Child Health <br />HIV Testing & Counseling (Federal) Child Service Coordination <br />Family Planning Immunization Action Plan <br />Food and Lodging Public Health Preparedness <br />Environmental Health Health Promotion <br />The state consolidated agreement is anticipated to provide $409,683 federal and state dollars to <br />the County to provide specific services for fiscal year 2007-2008. Each year, supplemental <br />funds become available during the fiscal year in various programs depending on state and <br />federal action and on performance by the County. The total anticipated amount of funding as of <br />July 1, 2007 represents less than 8% of the overall Health Department budget. <br />
