1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 4, 2016 <br /> Action Agenda <br /> Item No. 6-g <br /> SUBJECT: Bid Award for the Purchase of Two (2) Hook Lift Trucks <br /> DEPARTMENT: Solid Waste Management <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Price List Gayle Wilson, Solid Waste 968-2885 <br /> Warranty Memorandum Gary Donaldson, 245-2453 <br /> PURPOSE: To consider awarding a bid to Freightliner of Austin, 1701 Smith Road, <br /> Austin, TX for two (2) Hook Lift Trucks, one (1) for the Sanitation Division and the one (1) <br /> for the Recycling Division of the Solid Waste Management Department. <br /> BACKGROUND: The Solid Waste Management Department equipment replacement <br /> schedule calls for the replacement a Sanitation Front-End Loader Truck (#1780 - <br /> purchased in FY-2007/08) with a Hook Lift Truck. A Front-End Loader is being replaced by <br /> a Hook Lift Truck because of the previously completed Walnut Grove Church Road Waste & <br /> Recycling Center and the pending Eubanks Road improvements, which is resulting in <br /> additional conversion to roll-off containers from front-end loader dumpster containers. <br /> Materials collected include appliances, clean wood, construction and demolition material, <br /> furniture, metal, tires and yard waste. <br /> The Department's replacement schedule also calls for the replacement of a Recycling Hook- <br /> Lift Truck (#1680- purchased in FY2008-2009). This truck is used to service mixed recycling, <br /> rigid plastic and plastic film dumpsters at the 24-hour recycling drop-off sites and monitored <br /> waste and recycling convenience centers throughout the County. <br /> North Carolina General Statute (NCGS) 143-129(e) (3) allows local governments to <br /> make purchases through a competitive bidding group purchasing program, which is a <br /> formally organized program that offers competitively obtained purchasing services at <br /> discount prices to two or more public agencies. The Texas Local Government Purchasing <br /> Cooperative (BuyBoard) is a cooperative purchasing group that meets the requirements <br /> of NCGS 143-129(e) (3). The specific contract number is BuyBoard Contract #430-13. <br /> The terms of the contract call for items to be sold and serviced through a local dealer <br /> bid. Triad Freightliner and Carolina Environmental Systems have been identified as the <br /> local dealers (See attached letter). <br />
