8 <br /> 1 • Reducing vacancies where possible (see lease options) <br /> 2 • Improving conditions within Mobile Home Park's <br /> 3 • Redeveloping where available unit potential may exist or be created <br /> 4 • Creating new inventory by Mobile Home Park development <br /> 5 • Land <br /> 6 • Ownership/Leasing <br /> 7 • Community Engagement (Depending on redevelopment or development) <br /> 8 • Planning and Zoning (AKA Entitlements) <br /> 9 • Utilities (Water, Sewer and fire hydrants) <br /> 10 • Mobile Hone (HUD Standards), Building Construction and other <br /> 11 • Development Fees <br /> 12 • Financing <br /> 13 • Administration of Project <br /> 14 <br /> 15 Audrey Spencer Horsley asked about the land banking. <br /> 16 Commissioner Jacobs said to address mobile homes and other priorities. <br /> 17 Chair McKee said the $1 million they budgeted for last year is for use by mobile home <br /> 18 parks only. <br /> 19 Commissioner Dorosin said the land banking may be used in other ways. <br /> 20 <br /> 21 Mobile Homes in the County: Affordable Housing Strategies <br /> 22 Discussion Question #3 <br /> 23 Are the strategies provided viable options to consider and what are the concerns and the <br /> 24 guidance by the Board? <br /> 25 <br /> 26 Use of County Owned Property <br /> 27 Leveraging Existing County And/or Other Local Government Owned Land <br /> 28 • Small parcel uses - accepting existing housing units needing displacement. <br /> 29 • Small parcel uses - Making available parcels for small housing development through an <br /> 30 RFP process. <br /> 31 • Large parcel uses - Making available parcels for a variety of affordable housing <br /> 32 development through an RFP process. <br /> 33 • Continue collaborating with County municipalities on each jurisdiction's inventory of <br /> 34 publicly owned land and housing units. <br /> 35 <br /> 36 Chair McKee asked if the Board felt there are enough viable options currently <br /> 37 presented, or if there are any holes. <br /> 38 Commissioner Dorosin said these strategies are good. <br /> 39 Chair McKee echoed that this is a living document that can be changed. <br /> 40 Audrey Spencer Horsley asked for clarification regarding the purpose of land banking, <br /> 41 and whether it will be done predominantly for mobile homes, or if mobile homes are a priority <br /> 42 but other ideas are not precluded. <br /> 43 Commissioner Jacobs said to address mobile homes and other priorities, but the $1 <br /> 44 million set aside last year is intended to create a safety net for existing mobile homes. <br /> 45 Chair McKee agreed. He said more money can be put aside for additional land banking. <br /> 46 Commissioner Rich asked the Manager if she has ever discussed the future of the <br /> 47 urban mobile home parks with the Town Managers. <br /> 48 Bonnie Hammersley said she has not specifically discussed this, but Chapel Hill is land <br /> 49 banking within the Town. <br />
