2 <br /> • <br /> Commissioner Willhoit asked that the County Attorney review the appeal <br /> procedures for the Conditional Use Permit issued for the project and to <br /> inform the Board if there are any procedures for appealing the administrative <br /> decision made by the staff through the Environmental Management Commission. <br /> He commented that the County's LUP does not permit the extension of water and <br /> sewer into the watershed except in emergencies. When this issue first came <br /> up, the County contacted OWASA and encouraged them to adopt policies that <br /> would uphold the County' s LUP, which is what they did. In June an <br /> intergovernmental group of eight elected officials did not agree on this <br /> particular project and it was decided that each governmental group would <br /> individually decide on protection of the watershed. <br /> C. MINUTES <br /> The minutes for May 4, 1987 will be corrected and presented at the next <br /> meeting for consideration of approval. <br /> PUBLIC CHARGE <br /> The Public Charge was read by Chair Shirley E. Marshall to the audience. <br /> PUBLIC HEARINGS <br /> 1. HOUSING DEMONSTRATION GRANT <br /> Tara Fikes presented for receipt of public comments the proposed <br /> FY1987 Housing Demonstration Grant Application. She stated that this grant <br /> is a new funding category under the Small Cities Community Development Block <br /> Grant Program sponsored by the North Carolina Department of Natural Resources <br /> and Community Development. It is designed to encourage and demonstrate <br /> innovative approaches to the housing problems of low and moderate income <br /> individuals. She outlined the project requirements that are necessary for <br /> eligibility. There is approximately $550, 000 available for these projects <br /> for the entire state and it has been recommended that localities request <br /> funds for projects costing between $100, 000 - $150, 000. September 11 is the <br /> deadline for receipt of applications. <br /> THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS. <br /> LIGHTNING BROWN , Chair of the Orange County Low/Moderate Income Task <br /> Force, spoke in support of the project and the benefits of maximizing the <br /> funding that goes into new housing developments or rehabilitation. He <br /> encouraged the County to work with local groups to multiply the effect of the <br /> money received from this grant. <br /> DAVID STANFORD , President of the local Habitat for Humanity, encouraged <br /> the Commissioners to work with the local Habitat for Humanity group in <br /> providing safe, decent housing. He proposed using the grant money to provide <br /> housing for families with incomes between $8, 000 and $18, 000. <br /> PEGGY POLLITZER , speaking for the InterFaith Council for Social Services, <br /> endorsed the proposal made by David Stanford for the Habitat for Humanity. <br /> JEFF LEVINE , endorsed the proposal made by the Habitat for Humanity. He <br /> works with the organization which encourages self-help with the housing <br /> projects. <br /> VERONIA WILLIAMS , recipient of a house built by the Habitat organization, <br /> indicated the program helps those who would not otherwise be able to own a <br /> home. <br /> WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WAS CLOSED. <br />
