I want to <br /> preface our comments by noting that it is the policy of the <br /> Orange County Board of Commissioners that public water and <br /> sewer not be extended into protected watersheds and the area <br /> designated as Rural Buffer. The portion of the project site <br /> outside of the Carrboro ETJ is in the University Lake <br /> protected watershed and is part of the Rural Buffer. The <br /> proposed provision of public water and sewer to this site is <br /> inconsistent with this policy . It is for this reason that the <br /> Orange County Planning Staff recommends against approval of <br /> the project. <br /> .,Specific comments regarding the project include the <br /> following: <br /> 1 . It is difficult to be certain of the size of the <br /> project. The impervious surface calculation on <br /> page 6 is based on 215 acres. The acreage <br /> described in the lot layout calculation on page 1 <br /> totals 235.53 acres. We cannot tell if the 17 .85 <br /> acre Future Development Conservation District shown <br /> on page 9 is included in the project acreage. We <br /> cannot tell if the Future Development Conservation <br /> District should be included in the project acreage. <br /> 2. We cannot determine the relationship of the Future <br /> Development Conservation District to the proposed <br /> development. <br /> 3. The number of units referred to in the lot layout <br /> calculation on page 1 totals 187 units. We presume <br /> that this is the maximum number of units permitted <br /> by Carrboro' s Development Ordinance and that the <br /> developer proposes only 157 units. <br />
