WATERSHED PROTECTION PAGE 3 <br /> --to consider such legal action as may be appropriate to <br /> challenge the validity of actions annexing the portion of <br /> Amberly that was outside Carrboro town limits, rezoning the <br /> annexed land to one unit per acre , and issuing a conditional <br /> use permit (CUP) for Amberly. We believe that there are <br /> sound grounds for challenging each of these actions and note <br /> that the deadline for appeal of the CUP is next week , just <br /> thirty days after the permit was issued. <br /> . --to take any other appropriate actions to prevent or delay <br /> the construction of Amberly in the watershed at least until <br /> the OWASA study of the carrying capacity of the watershed is <br /> completed and evaluated. <br /> Some of these actions may be difficult- sensitive and we do <br /> not ask lightly. We come to you out of frustration and with a <br /> sense of urgency. Amberly was wisely defeated in April when it <br /> called for public water and sewer . It was revived suddenly in <br /> July with a much more risky alternative system. It was rushed <br /> through while many citizens, and some officials, were on <br /> vacation . Approval in late July meant that the short time for <br /> appeal runs in August , a very difficult time for citizens to <br /> coordinate action . <br /> We come out of a sense of the over—riding importance of <br /> preserving the watershed for the long term. University Lake is a <br /> priceless resource for all present and future residents of this <br /> area. We as citizens are doing all we can to fight for safe <br /> drinking water .
