Primary drainage is in a westerly direction to a <br /> natural channel flowing to the north and eventually <br /> crossing under the railroad downstream of the <br /> subdivision . The channel section is poorly defined <br /> and has a number of trees growing within the <br /> expected wetted perimeter . This channel would also <br /> receive the drainage from the proposed expansion of <br /> the subdivision . Given the present condition and <br /> limited carrying capacity of the channel , we <br /> anticipate that some channel improvements will be <br /> necessary to relieve the existing problems as well <br /> as providing capacity for expansion of the <br /> development. <br /> Subject to your concurrence , we propose the following <br /> scope of service : <br /> 1 . Investigate and develop recommendations for <br /> correction of the existing drainage problems cited <br /> in the June 12 , 1987 memorandum from Marvin E . <br /> Collins to the Orange County Board of <br /> Commissioners . A copy of this memorandum is <br /> attached and is made part of our proposal . We have <br /> indicated specific items in the memorandum that we <br /> propose to address . <br /> 2 . Determine the expected impacts of the proposed <br /> development on the existing natural drainage <br /> channel . We will determine the peak runoff rates <br /> from the existing developed area and the estimated <br /> runoff rates from the proposed areas based on the <br /> recommended zoning densities . A backwater curve <br /> will be prepared based on the hydraulic capacity of <br /> the existing culvert( s ) beneath the railroad. The <br /> recommended cross section will be determined for the <br /> drainage channel at appropriate points within the <br /> subdivision. <br /> 3 . Preparation of a written report detailing our method <br /> of investigation and summarizing any recommended <br /> improvements . We envision that this report will be <br /> presented orally to the County Commissioners . We <br /> will be available to respond to staff questions <br /> concerning the recommendations in our report. <br />
