In such cases, the terms of the lease <br /> shall include recovery of all County costs plus <br /> interest within six years after utilities are <br /> turned on . ( WSP) <br /> ( 6 ) It shall be the policy c; Orange County to have <br /> title to any water and newer utilities which it <br /> funds . (WSP) <br /> (7 ) A fee schedule for tap—ons will be developed. Where <br /> properties along a Coln-y—owned portion of a <br /> utility extension wish to tsp—cn to the utility, an <br /> assessment fee shall be ci,:.rged in addition to a <br /> tap—on fee. The assessment ft-e shall be determined <br /> by the Board of Commissioners and based on acreage <br /> and/or front footage served . <br /> The owner of a large acreage tract or bona fide <br /> farm may select one acre, usually surrounding his <br /> cr her house, to which the assessment formula will <br /> be applied . If later the .:roperty is subdivided, <br /> the formula will be app " ed and charged for the <br /> remainder of the tract. ( WSP) <br /> ( 6) It shall be Orange County T)olicy to require that <br /> when a County—financed ware- or sewer extension is <br /> connected to a municipally—owned and operated water <br /> or sewer system, then the municipality shall enter <br /> into an agreement with the :oun7y providing that in <br /> the event the project served is annexed by the <br /> municipality, it shall pay —o the County any County <br /> share of the project n;,t recovered by the <br /> development . (WSP) <br /> ( 9) It shall be the policy of Orange County to require <br /> that water and sewer utilities will be •built to the <br /> standards and specifications •of the municipality, <br /> private association or wale-- cr sewer authority to <br /> whose system they are connected .
