( WSP) <br /> (3) It is the policy cf Orange County to es-eblish and <br /> maintain a fund for the purpose cf either financing <br /> or paying for water and sewer exrElnsicns to <br /> approved projects . Utility extensions constructed <br /> by Orange County will be leased to the cevelopment <br /> for which they are constructed . ( WSP) <br /> • <br /> (4) Orange County will fund project e=ngineering <br /> studies, easement acquisition, wat r and sewer <br /> lines including pipe and ancillary equ ' pmen- such <br /> as water pumps, sewer pumps, valves, pu::,p houses, <br /> fire hydrants, and water and sewer treatment plants <br /> as well as the cctuel construction of these <br /> utilities. Where a project is approved but funding <br /> is not immediately available, it will t- placed on <br /> a priority waiting list based on its approval date . <br /> ( WSP) <br /> (5 ) Orange County / s financial participation for <br /> approved projects shall not exceed the estimated <br /> increase in ad ve : orem tax yields from the project <br /> in the six years following its cornp ! etion. The <br /> method of calculating the ceiling or County <br /> funding of any one project should not be Construed <br /> as establishing the eligibility of a project for <br /> funding or the me-hod of repayment to t..e revolving <br /> fund.
