The <br /> Planning Board approved the proposed water/sewer policy <br /> with only minor wording changes (see attached policy <br /> proposal) . The Planning Board Chair has subsequently <br /> recommended that a public hearing be held as soon as <br /> possible on the proposed policy to receive utility provider <br /> and citizen comment. Another purpose is to incorporate the <br /> proposed policy into the Land Use Plan. <br /> Copies of the proposed water/sewer policy were sent to all <br /> public and private utility providers serving Orange County <br /> for review and comment. A proposal has also been drafted by <br /> the Planning Director which addresses the basis for County <br /> involvement in water/sewer extensions and an approach to <br /> financing such projects. The Interim Manager and County <br /> Attorney met on August 12, 1987 with the Planning Director <br /> to review the proposal. Due to the absence of the Finance <br /> Director, additional review and refinement of the proposal <br /> were considered necessary. <br /> RECOMMENDATION: The Manager recommends that the Board receive the proposals <br /> as information and schedule a public hearing on the proposed <br /> water/sewer policy for September 15, 1987. Proposed <br /> revisions to the financial assistance policies can be <br /> presented to the Board at its September 8, 1987 meeting. <br />
