254 <br /> Q. Can some state money: be used for one or both of these water <br /> projects? <br /> A. Yes. All of the available state money - $61,172 from "Senate <br /> Bill 2" - has been designated by the Town Board for the water <br /> tank project. Otherwise the $1,065,000 bond issue would have <br /> had to be higher. <br /> Q. Hillsborough already has a water line connecting our system <br /> with that of the Orange Water and Sewer Authority (OWASA). <br /> Why don't we buy water from them? <br /> A. The Hillsborough-OWASA line was built in 1977 by OWASA to ' <br /> supply them water during dry periods. Hillsborough has done so <br /> every summer since 1977. OWASA is now installing a pump <br /> whereby they can pump water to Hillsborough if needed. Until <br /> OWASA's new Cane Creek Reservoir is completed, they are equally <br /> short of water. Pipeline capacity between Durham and OWASA is <br /> not sufficient to satisy OWASA's needs during dry seasons and <br /> also Hillsborough's needs. <br /> 1 <br /> After Cane Creek is completed, Hillsborough may need to buy water <br /> from both Durham and OWASA. It's not "either/or". Rather, both <br /> water lines are needed. <br /> Q. Instead of getting water from Durham, couldn't we buy from <br /> Mebane, Graham or Burlington? <br />• JJ <br /> A. Representatives of each of these water utilities were contacted <br /> about water for Hillsborough during the 1986 drought. They <br /> devoted a great deal of time and attention to Hillsborough's <br /> need, but in each case problems prevented consummation of an <br /> agreement. Only Burlington had then and has now sufficient <br /> water to meet its own needs in time of drought and still have <br /> a margin of safety. To get water from Burlington would require <br /> construction of a new pipeline. <br /> To the extent that price was discussed, it appears that if <br /> water should later become available from any of these utilities <br /> the price would be higher than for the Durham water. <br /> Q. What is Hillsborough's water consumption? <br /> A. Water consumption is averaging approximately 1.3 million gallons <br /> per day. <br /> Q. Who can vote in the August 18 bond election? <br /> A. All registered voters of Hillsborough. <br /> Q. Are absentee ballots accepted? <br /> A • Yes.
